Where and at what level is the Mage's Guild Quest following Circus of Cheerful Slaughter?

I completed the quest as soon as it was offered in my 20s, and I'm now up to 35, without another quest being offered. It seems odd, given I'm up to the level 43 quest in the fighter's guild.
Is there a specific guild hall I need to go to to acquire this? I'm playing as AD, and I'm pretty sure I've gone to every guild hall in every zone other than Reaper's March (final zone before Cold Harbor).
Is there a 20 level break between quests? Am I bugged?

Haxnschwammer✭✭✭✭You need to gain levels with guilds to advance in their quest lines. You gain level in your standing -not skill levels- by picking up lore books or killing deadra for fighters guild. Search for the blue glowing books and the quest line will continue. Also the quest parts will take place in different zones.Once I was a healer. Then I took a Wrobel to the knee.
