Do weapon skills scale based off base stat?

Basically what the subject says. Do weapon skills and their damage increase based off the players base stat for that area? If you increase your base stamina does bow damage increase? If you increase your base magicka does staff damage increase? I am only talking about actual points you allocate on your character sheet. I know bonuses due to items do not.

    No, nope, nope. Skills taken with skill points alone affect them. If you have a bow level 1 and a bow level 50, the 50 will do the exact same damage with the same bow as the level 1. Same with stamina, health, magicka.

    Weapon skills scale off both your maximum pool of the resource they use (not just character points) and your weapon damage stat. The weapon damage stat is determined mainly by the stat on your weapon but can be boosted by skills like Surge and other random buffs like the Warrior stone.

    Basic attacks scale with weapon damage and weakly with stamina (even staffs).
