Leveling system missing something

Is it just me or is the system a tad strange - all my quests seem to be 4 or 5 levels higher than my character, since leaving rivenspire all the quests are higher. I don't have any problem completing them but im a little worried that by the time im 45 i will have done all the quests and have to grind my way to 50. I've just finished all the quests in Alik'r and im only level 34.

Is anyone else having this problem?

Im considering starting again to make sure i havent missed anything,

It sounds like you are pushing through to quests, some quest lines like the fighters guild will give you their next tier of quests if your rank is high enough, but that isn't with the intention of you going out to immediately do them. You should explore more, do world boss areas, sounds to me like you skipped some.

There's more out there than quests, as said above: world bosses, and do some dungeons for Undaunted skills? Explore & find all the lorebooks? Fight whatever spawns when the chains drop? There's a lot to do

I've not only been questing, in fact the best part for me Is being able to do so much more, maybe I just need to go back and hunt some out that I may have missed. I must admit I don't do nearly enough Anchors good to know though that's its not a design flaw and just me, thanks guys.

Im having the opposite problem. I have been over-levled the entire game. did not grind at all, just explored extensively; also gained 2 levels in cryodiil. im level 33 and am only half way through exploring rivenspire( if thats the right name for map with level 28-30 dungeons, pretty sure it is.) every map icon usually has 2-4 "found" quests around it, you are probably missing a ton of quests.

The problem is when I look at my achievements for the areas in only missing 4 or 5 on a couple of maps, all. Gluenumbra,starter Islands and stormhaven are complete, I'll get hunting though
