Not building Ultimate points

So yesterday while I was trying to go back and complete the tier of dungeons in the previous level range I noticed that I can not build up ultimate points while fighting enemies below the level that would be able to drop loot.

Is this intentional? It really sucks when I am trying to go into a dungeon with a group of people and all I can use is basic skills and hack and slash.

    Yes its intentional. You dont build ultimate from mobs well below your level.

    So in order to use my ultimate on the end boss I now have to recall out build up the ultimate in an appropriate level area and then call back to my group member in the dungeon.
    Really a very pointless mechanic.
    I am already not even getting loot from the mobs I just want to finish the quest so what does preventing the use of an ultimate do?
    Stop higher levels from farming? not really they don't get anything.

    Well, it does prevent people from charging on low level mobs so that they can use ultimates on world bosses or something. However, you build ultimate by using abilities, so I think you're better off charging on level appropriate mobs anyway because they'll stay standing longer.

    If you are clearing places below your level... you shouldn't *need* an ult to kill them? I don't see the issue

    True, you probably won't "need" it, but you're still kind of expecting it. Plus, if you're doing a dungeon, there's the possibility of bosses, for example, that are still tough even though they are just below what would earn you ultimate.

    That aside, what is the reason to not have it? As you said, you should be killing things pretty easily with that much difference between levels, so what difference does it make if you're using an ultimate on them or not?
