why not only open campaigns when 1 is full?
forget all the home campaign and guest thing
easy start with one campaign if its full start another one and so on
the fraction would always be fair
no matter with day and night
there would always be opponents and the easy runs at night would be gone

for several reasons that come immediately to mind, though i'm sure there are many others

the whole premise of crowning an emperor revolves around the person with the largest number of alliance points - this would make it so that the alliance point leader in a server way down on the list of campaigns to be filled couldn't even enter the campaign he was leading in

and if for some reason somebody was fortunate enough to claim emperorship through this system, how much would it suck to not even be able to get back into you campaign because it was either already full, or not up yet

members of large guilds would have an incredibly difficult time trying to group up and play with each other on a consistent basis

the 'feel' of accomplishing something in a given campaign is lost since you are just assigned to the next available generic campaign

folks not in guilds who get to know other players in cyrodiil via zone chat, and eventually start working together and building friendships, would have this taken away and zone chat would become a hodgepodge of 'randoms' and the unpleasant chat that ensues as a result

give the game some time - many folks are still leveling - the campaigns will find some balance with time as highly competitive guilds seek out similar enemy guilds - we already have cases of guilds migrating to more challenging campaigns - there will be many such moves before some semblance of balance is achieved
