I know there are already other threads about this, but I wanted to see if we could approach this from a different angle - instead of just complaining maybe we can figure this out?
From what I can gather in the forums and talking to people in game, the quest works like this:
- You talk to the NPC and she goes up on the shrine
- She does her thing, which involves the mobs at the foot of the shrine steps staying alive
- Eventually (after a period of time with the mobs alive) she cleanses the shrine
The problem with this is that this is happening in a public zone in an MMO, and there is absolutely no way to get people to stop running up and killing the mobs before they see what is going on in the local chat. The NPC operation takes too long for her to complete it before someone kills the mobs.
I think we can all agree that a mechanic in quest that relies on people not killing mobs in an MMO is terrible design, and needs to be corrected right away (why it hasn't been changed already is beyond me).
In the mean time, is there anything we can do (beyond awareness) to get people through this quest? What has worked for people?

Attention Zenimax: Stamina builds don't hold up to magicka builds, and this is causing most of your class imbalance. It makes melee weapons and bows weaker than staves and class abilities. It makes medium and heavy armor less desirable than light armor. Fix this imbalance, and you'll address most of your balance issues.”
