Random FPS Drop

Hi ,
I just built a new PC and I am experiencing random Fps drops when sometimes talking to an NPC , toggling my map back and forth, or even just walking around a town. It seems to drop from 60+fps to 10-20 fps . The game is playable its just annoying when these random drops happen. **Update** It is only ESO doing it , all other games i have tested run fine. I have tried all video settings and i get random FPS drop on all of them.
I have :
Intel i7 4770k
12GB Memory
1tb harddrive
Nvida EVGA 770 super clocked
Windows 7 professional
Asus Maximus Formula VI motherboard

GorecleaveSoul ShrivenExperienced similar FPS drops here when I first started playing the game on my new machine, soon seemed to smooth itself out after a day or two of gameplay and runs flawlessly now. I have the "stuttering" effect without v-sync, even at 60-70 fps. With v-sync enabled, the game is smooth and i have a steady 50 fps, but sometimes it drops down to 25. I mean a steady 25 fps! After 2-3 sec it's go up to 50 again. I've tried triple buffering, adaptive v-sync, gpusmoothingframes 0,1,2,3,5,10 etc, but nothing helps. ESO is running as administrator, and everything is set to high performance (GPU, CPU), anti-virus and firewall disabled, and using Gamebooster.
My system:
Intel i5 4570s @3,6 GhZ
8 Gb DDR3 @ 1600 MhZ
Gigabyte Nvidia GTX 650 2 Gb DDR5 OC with latest beta driver
Windows 7 64 bit
I know it's not a high-end system, but come on... Everything is on high, shadows is on medium, and i get steady fps, but this drops need to be fixed.0 -
