Does glyph of potion speed actually work?

Hi,
I have a 17-level blue quality amulet on my 21 level DragonKnight enchanted with a glyph of potion speed (used a blue glyph for 15-25 level items). The description of the amulet reads: Reduces the potion cooldown of lower level potion by 5 secs. Unfortunately this is not working, the cooldown remains 30 secs. Needless to say that I used lower level (10 level) potions. Is this a bug or have I misunderstood the way this glyph works?

karaivSoul ShrivenI have used potions of various levels. I have noticed that probably there is scaling on the reduction depending on the level difference between the potion and the item of potion speed, but I'm not very sure. Can anyone verify that? Shouldn't the reduction be shown on the potion description as soon as someone equips such an item?0
