Dungeons normal/veteran and skill-points/lorebook/achievements

Do i have to complete a dungeon on normal to get access to the veteran version?
Do i get a skill-point for completing on normal and an additional when completing the same dungeon on veteran? Are they sharing the same lorebooks?
I'm asking because i outleveled the starter dungeons and thought maybe it is possible to see them first in veteran mode and so i am not forced to search a group now (dungeon-finder does not help here due to level-restriction).
