The only modifications that are allowed to be used under the terms of service are AddOns created to alter the UI using our API. Which actually means it can be used. There is no modification with sweetFX, sweetFX is no addon, UI isnt going to be altered.
On reddit there is a post which says sweetFX does not alter the game.
edit: Zenimax is not giving any clarification regarding sweetFX, only about addon policy :S

So unfortunately the usage of any injector -based addons is NOT allowed. SweetFX and ENBSeries fall under this category, unfortunately.
