Cannot trigger last quest

I have been vet rank 1 for almost a week. I have zoned in and out of every zone I can, entered the harborage, etc. I have plenty of room in my quest journal. I can not progress to the veteran zones. What gives? Have I somehow done them already? if so how do I start the quests in the other zones?

Wondering about the same thing.. Been stuck now for a while, with the dudes and dudette in the harborage waiting for me to do stuff.. I can't do stuff when I don't get a quest to do it!

Any luck? I got R1 yesterday and did the main quest line today and i can't trigger it either!

Having the same problem aswell is it because i haven't finished the mages guild questline maybe? dunno, tried everything.

Im rank 1, did all the fighter guild and cant find the last mage guild and still no main quest -- So much for doing Vet content

In order to trigger the mage guild quest you have to be level 5. If you are not it will not trigger. Which quest is everyone stuck on/at or what not for the main quest just curious?

You have to finish the main quest line in cold Harbour first. I believe the portals are still wonky so it is going to take a while.

I've heard murmurs about having to complete all of the Coldharbour quests in order for this to show up... Of course my Into the Woods quest is bugged out (have to try to abandon and restart it tonight).

Anyone finish all of the zone quests and still having issues with getting this quest to initiate?

You don't have to do ALL of them to get the level 50 quest. I didn't complete all of them. Just the main quest line.

To tell you the truth... I'm not sure... It was shared from a friend.

As an update, I completed into the woods and I'm currently working on the lights of meridia quest... talk about looooong

So maybe it was still bugged as of last night? I read today's patch notes, so I'm hoping I'll be able to progress when I get home...

By main quest line, I mean the main line of Cold Harbour. You also have to do your main personal story quests. You don't have to do all the side quests or anything. In fact, you can't complete them all because I know of at least one that is bugged to prevent completion, the ship one, that is.

Crap... so my feeling is that the Army of Meridia is the main quest line... except I didn't get a light for the quest below (spoiler)

I sided with the argonian fighters and wasn't able to receive the light... there is mixed information on whether or not this will affect completion

I don't 100% remember all the coldharbour quests. It seems like ages ago when I did them, even though it was last Thursday/Friday. There are 5 lights, I think I only got 4? There is an achievement for getting all 5 though and I didn't get it. So if you are missing one, you should be alright.

Just look around for some other quests to do out there.

Good to hear about the progression aspect... but as a completionist, not having that achievement is really going to ruffle my jimmies.

Well I leveled up a new character, did the main quest line in coldharbor and still stuck at not triggering this.


OMG, I found the missing quest. You do have to finish the main quest line in coldharbor. Then u get the last main quest.

Just a follow up, after spending a few frustrating hours last night trying to figure out why my quest log said that I needed to save certain individuals when those individuals were already saved, i took a leap of faith and abandoned the quest... Wouldn't you know it, as soon as I picked the quest back up, everything was completed and I ended up finishing coldharbour! Onto the veteran content!!
