Leeching strikes broken (BUG)

The devs are saying it's not broken. They claim it's supposed to be 2.4 and the tooltip is wrong from before launch.

Check out the patch notes. Not only are they not bringing it up to 4%, but they are also nerfing the regen for other resources. Without changing the damage decrease, this could be one more skill that comes off the bar permanently.

It is a shame they decided to change the description instead of fixing the skill.

The leech actually worries me less than what potential change they're making to the rest of the skill. They are nerfing the amount of stam and magicka returns you get from this skill, but haven't mentioned by how much. This can have a pretty heavy impact on game play based on siphoning builds in general.
