Looking for Group, LFG, lacking much

I cannot even find people to group with in low level areas. Help?

I think that is a community issue, people just don't want to group with random people for world stuff.

From my experience the LFG tool worked well, I got a group together within a few minutes. Just have to wait awhile because people are still figuring out the game.
