Hey i could join the Vertran content, after i had this quest.

Solution
1. if u find Vanus Galerion but cant talk to him. Change ur Language! try it, Change it back try it. This should work.

2. if Vanus Galerion didnt spawn. Group with someone how could travel to Coldharbour, than port to him. Than make Quests, there u will get a normal Quests!!! But this isnt a normal quest, its the mainquest witch u would get if u had talk to Vanus Galerion. Finish this Quest, and u will play through the story! So u will Skip this bugged *** quest. hope it help.

For those of you dealing with the issue of not being able to see Vanus on your map, here is what worked for me.

Have a friend port you to the main city wayshrine of Coldharbour. From there you will head south out of the town down a long path. This will lead to a portal that you will enter. The portal will take you to Wayrest in Stormhaven. Once you are there, cycle through your quests (The T key is default) until you come back around to the Messages Across Tamriel quest. When I did that, the quest marker popped up for Vanus. I was thrilled!

When I got to Vanus, finally, I was unable to speak with him. This is the second bug that is associated with this quest. If you are unable to talk to Vanus, then do the following:

Quit out of the game while standing next to the Vanus. At the ESO Launcher you need to press the cog wheel options button at the top right and change the language to one of the two other options than your default. This will initiate a few GB file download. Small price to pay for this bug to be resolved.

Once the download is completed, log back in and try to talk to Vanus. Just go through the motions of selecting dialogue to get through the quest. Unless you are multilingual, you probably will miss the quest dialog, but hey, at least you can progress to the next set of quests and hopefully finish up so you can attempt VR content. Once you are done, just log out and change the language back to English and enjoy having gotten through this awful bug.

I have heard from other posts that you may need to switch the language a few times to get the last part to work. I hope this helps you get past one of the most frustrating bugs in this game that impedes progression. Good luck and I hope this works for some.

Considering this is an essential quest to pass onto VR content - the game's major endgame offering - it is appalling that this isn't resolved as an absolute priority. ZOS has really dropped the ball here and it will cost them. The reviews are already pretty telling and the PC gamer one specifically mentions this bug.
