Crafting Progression

I am at that point where the old gear I could make is no longer good enough and I can no longer make gear appropriate to my level. What I don't know is how does the progression happen? At what point do I need to be with crafting for the items I can make to become viable for wear again? From the start I could make items 1-14. But now I am level 15 and I don't know when the skill adjusts (at what level of crafting) or how to progress if it doesn't do this on its own.
