Balanced Campaign?

What are the balanced campaigns? I want a campaign were the factions are fairly balanced and no one is conquering 90% of the map at all times. which one is it? I am aware that most likely the truest answer will come in a month once things settle down and things become normal and not all launch hyped up, but is there a balanced campaign at this moment?
