V-sync not working correctly?Or Fullscreen?

I'm using Nvidia cards, but the in-game Vsync does not seem to work at all, so I have to manually disable it in-game and force vsync from Nvidia control panel. Tried several changes to settings and Nvidia control panel, still doesn't work. What me to do? put a new driver but this not help.Maybe fullscreen not working?

    Yes I am having problems with Vsync also. I get less screen tearing with Vsync disabled. This is obviously not how it should work and I have no issues with other games. I am using an Ati Radeon 7970 gfx card so, the issue is not exclusive to one card chip maker. I have tried various things - even using Radeon pro to try and force Vsync on and still I get a lot of screen tearing.

    There seems to be an issue with Fullscreen mode - I think its not been properly implemented, however, I think I read somewhere in the dev notes that they were hoping to address this sooner or later. Hopefully we get a true fullscreen mode and properly implemented vsync option soon.

    Unfortunately, I suspect you'll have to wait until Zenimax gets around to implementing true fullscreen mode as promised.

    yes with my new system and gtx 780 ti i get this issue ive tried many displays and settings and get insane tearing always since its not a true full screen mode not even the nvidia control panel settings work normal vsync doesn't cap it and tears and adaptive still tears so nothing on my end can be done to fix it and its so bad its nearly unplayable and i never dip below 100 fps i hope they fix it quick cause it gives me bad headaches

    Try limiting framerate with http://www.guru3d.com/files_details/nvidia_inspector_download.html

    If you have not used the proggy before, heres how it works:

    after launching the exe, click the little tools-icon on the right side of the driver version-text, a new window opens. From the profile drop-down menu, find Elder Scrolls Online, then find a value for framerate limiter, and select, say 60 from it. HIT APPLY, then run the game.
    Early bird gets the worm, but second mouse gets the cheese.
