You need to reach certain thresholds before you will be able to buy certain items. 1000, 5000 and 10000 are those milestone.s

I never trusted anything but uesp and official news.

ESO Hub has had wrong info in some respects about the game before, as has UESP. But this is what I see on the ESO Hub website. The fact Favor is not consumed is clearly stated. It’s even highlighted (not by me). Since it isn’t consumed, it can’t be spent as an alternative to gold. I don’t know if there’s another place on the site where this is less clear, though.
