How does Guild Mail work?

Is Guild Mail a one-time send like regular mail, or is it more like an extension to the Message Of The Day?

I typically send out a mail to new Guild members, to welcome them to the Guild. I then promote them to the next rank.

What happens if I send out a new Guild Mail to everyone currently in our "Needs Welcoming" rank?
Do they keep the mail until either (a) they delete it or (b) 14 days passes?
OR
Is the Guild Mail strictly sorted by rank? If I send out a message to welcome people to the Guild then promote them to Recruit because they've been welcomed...will they will then lose access to the Guild Mail because their rank has changed?

Similarly, do I need to send out a new Guild Mail every time we have new members, or do they automatically receive the already-created "Welcome" Guild Mail for people in the "Needs Welcoming" rank? I am so confused!

I'm sorry to ask what seems like incredibly basic questions but none of this has been covered in the Patch Notes.

Also, I am quite surprised that there doesn't seem to be a way to edit existing Guild Mail? I thought that this feature would be the perfect way to send out a Weekly Update on Guild events, but I can't find a way to Edit my existing mail, only Delete it. Most of our events are the same each week, with details changed (e.g. which specific Trial/s we are going into) so it would be great to be able to Edit and Resend the Guild Mail, rather than having to remember to copy and paste the text and colour codes into Notepad.
Guildmaster of the UESP Guild on the North American PC/Mac Server 2350+ CP & also found on the European PC/Mac Server 1700+ CP

These characters are on both servers:
Alix de Feu - Breton Templar Healer level 50
Brings-His-Own-Forest - Argonian Warden Healer level 50
Hrodulf Bearpaw - Nord Warden Bear Friend & identical twin of Bjornolfr level 50
Jadisa al-Belkarth - Redguard Arcanist Damage Dealer level 50

NA-only characters:
Martin Draconis - Imperial Sorceror Healer (Aldmeri Dominion) level 50
Arzhela Petit - Breton Dragonknight Healer (Daggerfall Covenant) level 50
Bjornolfr Steel-Shaper - Nord Dragonknight Crafter (Ebonheart Pact) level 50 EAGERLY AWAITING HIS BEAR

    I tested this. We have a rank called "recruit", which is where new members land upon joining. They only have that rank until we send them the welcome mail w/Godsend and then they are promoted to regular member rank.

    In the new system, you could have a Welcome Mail targeted at just the newbie rank...but...
    The minute you promote them, it disappears for them.
    Also, all Guild Mails expire in 14 days so you'd have to keep recreating it...

    Anyone new that joins (and has the rank needed to see it) WILL get any "active" guild mails retroactively.

    A lot of feedback was provided to the devs, including this note. Hopefully we'll see improvements in the future. And yes, if you need to update a mail or fix a typo, etc, you have to delete and resend it.

    Addons like ITTsGhostWriter are still going to come in handy for managing templates.
