Cannot Launch the game via Launcher

Hello everyone,
So I tried to give ESO a chance after 5 years again, only to be met with a few technical difficulties - but I don't give up that easily so here I am trying to solve them.
Basically I did an install via launcher since I did not purchase the game through Steam. Everything went well and without any issues but when I tried to start the game through the launcher nothing happened. The process is running in the task manager (I can't end it by clicking "End Task" for some reason) but the game won't start at all. I tried repairing, even though it's a fresh install and there should be nothing broken in the first place - no luck!
I can run the game through eso64.exe, and it runs normally, however every time I quit the game all of my settings reset and the next time I run it, it acts as if I started it for the first time on my device. I don't have the ESO document folder in my C:\Users\<user>\Documents\Elder Scrolls Online\live\ which is how I remember settings being saved the last time I played.
Anyone has any suggestions? I checked all the drivers, and other requirements - the game works find through .exe, the launcher and user settings just refuse to work properly for some reason.
