This strange mer you can meet near the Davon's Watch Wayshrine. And she asks (?!) for money. I met her twice - yesterday and today, and paid 23 golds each time. I got some experience points instead.
Oh, and she mentioned shadows which blessed me (or something like that) and blessing of Stendarr.
So, question: does somebody know - who is she? Just usual beggar, or, maybe, she connected to the Thieves Guild?

✭✭✭✭It sounds like she is one of the dynamic quests. There are a few out there like that. One has you light a fire for a group of travelers. Another one has you save someone from slavers.Retired.

I see her every time I'm near the Wayshine. When I'm close she runs up to me... and nothing. She has an arrow over her head - meaning something is supposed to happen. I can't talk to her and she doesn't do anything - just stands there and whimpers.0
