Onward to Shadowfen Quest

Does anyone know where to go or what to do to spawn this quest that officially takes you from Deshaan to Shadowfen? During the last Beta weekend, I received the quest after reaching the main road outside the dungeon where you kill Magistrix Vox. That didn't happen this time. Yes, I know I can simply walk into Shadowfen. I simply want the official quest that starts the story and leads me there.

Update: I found it. The quest giving was waiting for me at the northwest bridge on the outskirts of Mournhold. I had previously entered the city via the south and east which is why I had not encountered him. Issue resolved!

It is located there, because after finishing Deshaan quest-chain you get teleported there. So you can just grab it and start your journey towards Shadowfen.

I hope they change the location of this quest giver...the only reason I found out about it is because I googled it and found this thread.
