Custom Skill Priority Addon

Hello fellow ESO lovers. Is there an addon into which you can feed your own custom skill priority list so that the addon will know to highlight the next skill you need to press to keep your rotation tight? I would also love the ability to arrange those icons on screen to mirror the 12 thumb buttons I have on my mouse to make the psychological connect instant (upper left skill glows when you need to press it). You know, instead of just having to look at the skill bar and see a bunch of timers counting down. Plus as of now, most addons just highlight / glow ANY skill that comes off cooldown, not necessarily highlighting THE next most important priority skill (according to a custom priority list). Know what I mean? I honestly think that if this doesn't exist in an addon yet, it should be! But yeah, Srendarr doesn't let you create a custom priority skill list for sake of alerting you. I wish it did.

As of now it just shows a skill on screen while it's active and then it is gone. This seems very un-useful and counterintuitive to me.

Any ideas how I could do what I am wanting, even if it means using three or four combined addons? I'm willing to go the extra mile.

Secondly, can anyone point me to some meta Herald / Stormcalling / Ardent Flame builds that can parse at least 120-130 dps? I know there are a lot of Herald / Stormcalling / Nightblade (or other third skill line builds), AND I have seen Ardent Flame suggested as a viable third skill line, but can't find the actual builds info.
