Questions on AvA skill mechanics

1) I am trying to obtain the Support Ultimate, "Barrier". From what I understand, I need to raise the Alliance Support skill line level to 6 to get this. Will Support advance if I have another Support skill on my bar while in PvE also, or just in Cyrodil? Will Support go up just as fast if I just AvA with or without Support skills on my bar?
2) in looking over the various campaign choices I see little bars and lock symbols for each of the factions. I thought this represented populations and entered one that was heavily over balanced to my faction and I saw virtually no players. I'm thinking the bars may instead represent keeps held or some other kind of dominance, because the campIgn was so lopsided, NO ONE was there. Can someone please explain?
3) Once I obtain the Support Ultimate, will I be able to use it in PvE?
