Disdain harm buff idea

this is a simple one but i still really want this one to either be always active or maybe be changed to activate based on whether you have major resolve or not or maybe even based on whether you have minor protection or not making it far more of a tank benefit who probably is running something giving minor protection as EVERY should have major and even minor resolve normally meaning minor proc makes it a tanking buff.
