Class Mastery scaling

Would it be better for certain masteries to scale based on how low a stat is, rather than off of its maximum? I wonder if this would allow gap coverage for monoclasses while they focus on building up other aspects to match multiclassing and the refreshes.

Sorcerers conservation of energy... 2% resource return is still decent sounding, but will that help close the gap compared to multiclassed dragonknight resource return– while also allowing room to accommodate for appropriate sets and skills that are also necessary to close the gap?
Instead, would it be better for it to supply a flat resource number based on how low your recovery is? That way, you do not have to build as much focus on recovery and can instead focus on things like spell damage and armor, crit chance, named buffs, etc then allowing the mastery to cover the gap of resource sustain for you?
