Banished Cells Quest bugged!!

The banished cells quest is bugged. After killing the first boss, the keeper remains trapped. As far as I know, the quest has been bugged for quite a long time now. When will it be fixed?
As a side note: How often will there be patch notes? Weekly, monthly?

was same for me yesterday and today. my groups tried all kinds of things to include logging out and in and regrouping. that first update never happens.

Same problem here.

Tried relogging and all sorts of stuff.
Can do the bosses, just not the questline
This means, endboss won't appear though. Only the first 3/4..

A fix seems needed here!
