Vampire hiding skill passive return?

I'd hoped this would be restored as you redo the game systems, vampires used to have a great advantage at night when it came to hiding in the dark, this helped big time for stealing and for murder. Since you are enhancing the thieves guild and bringing the DLCs of Thieve's guild and Black Hand into the normal game, and you are bringing the vampire systems to players for free in the store, I had hoped you'd restore our ability to hide in the night. I believe originally it gave us a 5% reduction in detection at night because we could wrap ourselves in shadows. You could further limit it so that it doesn't affect PVP by simply making it not work in PVP zones, that would be the simplest thing for PVP balance but also allow us PVE players to enjoy this aspect of the vampire passives again.
