Effects/sounds delay and invisible creatures

I'm experiencing audio/effects lag/delay and long loading of creatures.
Here's an example. I enter a dungeon alone. After the main load, I wait for about 5 seconds for my character to fully load (I can't use abilities or change weapons). Then, I start attacking the first group of creatures, and after using my third ability, the sounds, music, and effects disappear, leaving only the footsteps. After 5 seconds, all the delayed sounds and effects reappear simultaneously (causing a significant ear-splitting effect). Then I run to the next group of creatures, destroy them, and without waiting for the sounds to appear, I run to the next group of creatures, but they are invisible, and they can hit me, but I can't (only through AOE abilities). And until my delayed abilities appear, the creatures won't appear either.
Similarly, let's say I complete a quest for an NPC, and when the quest completion message appears, a sound plays, but the NPC continues to gesture as if he are speaking, but without any sound. Then, when the quest completion sound disappears, the NPC plays his line.
I also noticed... in the Fungal Grotto 1 dungeon, after killing all the creatures, there is a path through a cave that leads to the beginning of the dungeon. This cave displays a quest icon, indicating that it is a transition to another area, but without any doors or loading screens. When I jump into the water from the bridge, the sound disappears. Then, I wait for it to reappear, enter the cave, and the sound disappears again. When I return to the water, the sound disappears once more.
I've tried to solve the problem:
-Lowering the graphics settings;
-Optimizing the user settings file (SET RequestedNumWorkerThreads and SET RequestedNumJobThreads from "-1" to "0';
-Installing faster RAM;
-Overclocking CPU and GPU;
-Reinstalling OS;
-Uninstalling and reinstalling video and sound drivers;
-Opening ports and optimizing MTU on PC and router;
-Limiting the game's frame rate to 60.

But the problem persists. I don't understand what the problem could be. It's completely ruining the gameplay experience!
I have some guesses, but I don't want to be speculative. Moreover, if my guesses are true, I have no way to influence them.
My PC specifications:
Mainboard - ASUS M5A97 PLUS;
CPU - AMD FX-8320E Eight-Core Processor;
Memory RAM - DDR3 32GB 1600Mhz;
Graphics GPU: AMD Radeon RX5600 XT 6GB;
Memory drive - SanDisk Ultra II 480GB;
OS - Windows 11 25H2.
