In the top right of the ability bar when Rally is active is a number denoting the increase in the heal. Here is shows 10, being the max, being 10 x 20% extra heal:
If you swap skills, either manually or through the Armory, while Rally is still active and the stacks are still building, it doesn't now remove the number. Shown here:
