Planar Reflection Flickering Solstice

Recently tonight the Planar reflections have been flickering around water edges near the ocean and puddles in Solstice. Its like they turn on and off, either standing still or moving, super distracting now. It started after I was done doing comparison tests with Planar Reflections on Off, Medium, and High. The only way to stop the flickering is to turn them off completely now. No other setting or PC setting effects it.
