Scripts not dropping from first container of the day

I have had several times when I did not receive a script from the first container of the day for a given type. I have had random dungeon rewards not give a script but gave a class script. I have had world boss dailies not give a script but then accidentally opened a second one and it did. Just opened another WB container and no script.
Can confirm they had the quest completed to get the script as I have had several already. It seems to have started in the last few weeks.
