Greyed out or reduced colour?
Reduced colour is for skills that require a target.
Greyed out means the skill was a cast/channel and was interuppted.
Radial/Fill animation is the global cooldown.
Presuming you aren't using an addon that changes that default behaviour.

No add-ons. Some skills get dark for a while even if I'm targeting an enemy. I have an important skill slotted for my RB (I play PC with an Xbox controller) and that one is being particularly difficult. Even thoug it is lit up I have to press 3 or 4 times before anything happens at all. It wasn't like this until very recently.
