PC NA isn't yet into Phase 2 (or wasn't the last time I was logged in), but the basic provisioning writ recipes are definitely available from any chef and brewer in inns in the first alliance zones and most chefs/brewers in the main towns of the expansions. Rimmen's used to be a bit messed up where not all recipes were available and the chef and brewer shared a store inventory, but that might have been fixed since the last time I looked (probably a year or two ago). I did my recipe buying at the Rosy Lion in Daggerfall since both sets were right outside the inn room and the wayshrine was just behind the inn.
