[Bug][Quest] Fighting Back/A Timely Matter

Having compelted Fighting Back, Madras did not offer the follow-up quest. Leaving the building and then re-entering caused all the NPCs at the meeting to no longer be there. Leaving the building then Narsis, then coming back spawned both the meeting and Madras offering the follow-up quest "A Timely Matter".
