Rune (Restoring focus) From Restoring Light skill line no longer gives stamina back every second

As per the discussion title the Restoring focus morph of the Restoring light rune focus skill doesn't give stamina back every second even though it has it in the description of the skill itself.
This issue doesn't affect for example the bull netch which still restores stamina. The issue can be easily seen if you try to sprint with one of the skills active with restoring focus you won't see any blips to the right on the stamina bar while with the netch you will see that the stamina is trying to shift to the right while sprinting. I have 2 videos recorded which I can also share to showcase the issue from the live server.
