Leads for Belharza's Band Never Drop

I'm not sure if I am extremely unlucky or if the leads are bugged.
I have opened 100s of treasure chests in the gold coast and not gotten the lead.
In addition, I ran Black Drake Villa for 10 hours when it was one of the daily undaunted quests and that lead didn't drop either.
It could be bad luck, but I am more inclined to think the drops are bugged.
