Mount swimming in some places breaks with polymorphs on

So far I've had this occur swimming in Clockwork City and some areas in Apocrypha.
In this example, every time I put the Asylum polymorph on, my character "freezes" in the water and gets stuck, unable to move. When I take the polymorph off I can move again, but when I put it back on, you get stuck again. Through further testing, other polymorphs like the Spriggan polys or Wraith of Crows cause you to freeze like this as well.
