Strange First Person mode graphics glitch

Has anyone had this problem when playing in first person mode that the graphics occasionally glitch into a frame that happened a few milliseconds before? The video shows the problem on the two second mark and 17-second mark.
I've tried updating my video card drivers, tried the game without any add-ons, tried playing with and without nVidia DLSS, repaired the game files through ESO Launcher but I cannot seem to find any explanation for this graphics glitch.
Funny thing is, everything is just fine in 3rd person mode but for the sake of immersion I like to play the game in 1st person. Has anyone had this problem and does any of you know how to fix this?
This problem emerged after Update 47 at some point. Before Update 47 I don't recall having this problem.
