Northern Elsweyr EDF NPC outfits are incorrect at dragon incursions

The EDF Khajiit NPCs practicing at the dragon locations are still wearing Worm Cult armor after 6 years, should this not be immediately rectified and changed to Anequina? It should not take very long to adjust this quickly.
