Why is the Writhing Wall & entire skybox in Solstice shaking?

I'd reported this in the Solstice PTS feedback threads before. But it was never addressed; we don't know if the devs are aware or it's only happening for some players. If the latter, can those of us with a wobbly skybox do anything to fix it? (I already play on the highest settings; my PC is well above spec for this game. So if there's a player-end fix, I can't even guess what it could be.)

- This is not addon-related nor ReShade; still occurs without them.
- My FPS must be capped at 60 so that the mouse doesn’t go crazy (ancient bug). Mentioning only because Idk if this could be related to FPS or refresh rate.
- Not a driver update issue, it’s been a problem since at least High Isle where the entire skybox also shakes.
- Only Solstice & High Isle; No other zones I've noticed yet. Solstice is just obvious because of the giant wall; normally you can ignore this by not staring at the sky 😏

It is indeed related to anti-aliasing. Nvidia DLSS looks best in general, for everything else. But using any AA means Solstice's skybox, Writhing Wall, and High Isle skybox all wobble.
It was also suggested that this happens in the Snowglobe Home, but I didn't see any jitter in the skybox there. Nor in Galen (which I'd think would be like HI, apparently not).
Turning off AA of course makes *everything* look terrible. So unfortunately, no solution for now. Other than not looking at the sky or WW
