Single Character unable to accept DLC pledges

My main isn't able to get Urgarlag's pledges.
The other two pledgegivers have no issues, and I'm able to accept all three pledges on other characters, it's just this one specific character who can't pick up the DLC pledges. It seems like a flag got unset for him somehow and the game forgot he was cleared to get them.
I know a similar issue happened to a Stream Team member I watch when one of her characters was barred from accepting any Cyrodiil dailies, and it took a virtual meeting with the devs themselves to get it fixed. Could a dev check my character and see if this missing flag is the issue?
