Many Solstice NPCs have no dialogue

I've noticed that many Solstice NPCs have no dialogue at all. Usually, if you'd walk up to any NPC and interact with them, they'd have some random line at least, even if it's just "Greetings." or "I'm busy". Solstice NPCs, except for NPCs with a fuction (quest givers, merchants) don't seem to show any reaction at all. Is that intentional or a bug?
