[PS/EU] Can't enter the Imperial City (no-CP)

I can't enter the Imperial City (No-CP) campaign on PS/EU. It used to be just one toon, now it's all of them.

I queue, get the option to enter, and I hit okay. Then my screen goes black, and if i I wait long enough, I get kicked back to the character select screen. If I manage to cancel out of the IC black screen, I get a black screen from where I tried to enter IC (location based music, sounds, etc) and I lose my button mappings. I can't see anything, I can't move, and I can't quit the game because buttons don't work.
This started before add-ons were added. Today is the first day I noticed it wasn't just this one character, but all of them.
Weirdly, IC (CP) works just fine. My PS/NA account is fine in IC/no-cp as well.
(If it matters, I'm locked into Ravenwatch.)
