Suggestion regarding the in-game gifting issue

Let me begin with an apology if this is not the right area of the forum to do so but I was debating between this and the Crown store section and wasn't 100% sure of the best place to put it and this section seems to have more traffic in it :)

So, as with many other people, I tried getting approved for gifting and was denied. And, I won't lie and pretend like it didn't annoy me, but it got me thinking. Other MMOs like Runescape and WoW had to tackle similar issues and they came out with similar solutions that seems to have (mostly) fixed the problem. The solution I'm talking about is the Runescape Bond and WoW Token. Items one can buy with real money and put for sale in game at a pre-determined (fluctuating depending on market) price for other players to buy. In their case it gives the person purchasing it with IRL money, in-game gold and the person purchasing it with in-game gold, in-game membership.

But if ESO made something similar (ESO Coin or Elder Scroll Rune or whatever else it would be called), they could make it so that the in-game player buying the token with gold would receive crowns. And obviously the one buying it with crowns would get in-game gold.

Merchants could be put in 2 or 3 towns across the whole map and they would specifically sell these items at a pre-determined price by the system. That way the people trying to get in-game gold with crowns AND the people who are trying to get crowns with their overflowing amount of in-game gold would both be happy and whichever one of them who were or are using methods that goes against ToS would no longer feel the need to do so since it would no longer be worth the risk.

Correct me if I'm wrong, but wouldn't this be a win/win for both the player base and ZOS? And I believe it would cripple those breaking the rules and selling in-game gold quite a bit.

Just an idea that came to mind, please feel free to voice your opinion or alternate suggestion in the comments and who knows, maybe someone will read it and it could help improve the situation for all of us :)
