As far as I know, it does buff the skills you mentioned (as well as Blighted Blastbones and the Skeletal Mage), but it doesn't buff proc sets.
I haven't tested it myself, but even for a subclassed setup with mostly pets I believe it's worse than a more meta standard DPS set.

For PvE, pairing a medium Trial set such as Ansuul's Torment or Slivers of the Null Arca with the new crafted set Tide-Born Wildstalker would probably be slightly better. I tried it myself with two different pet setups and got a bit better results with Tide-Born than with Unleashed Ritualist at least.
With Daedric Summoning + Animal Companions + Grave Lord I did 134K DPS with Tide-Born vs. 130K DPS with Ritualist:
