Mages Guild Character animation missing

When I use Ice Comet from the Mages Guild skill line, the character animation no longer activates. On activation of the skill, instead of dropping the characters arms in a downward manner, the character remains motionless. This has happened since update 46.
This happens across PCEU and PCNA on more than one of my accounts.
This seems similar to the skyshard animation bug where the character remains motionless when activating a skyshard.
