Trials and Tribulations Quest cannot be completed in a group

In Bangkorai, the main story quest "Trials and Tribulations" breaks if you attempt to do it in a group at the same time as someone else. When you get to the "return to Frandar's Scrolls" step, the first group member to put the scrolls back will be the only person who can. The group member who doesn't do it first will become hard locked; they will have the step to "Return Frandar's Scrolls, and the quest markers will show on the pedestals, but no dialogue will be available. Relogging does not help. The quest has to be dropped and done again from scratch.
This is but one of many base game main story missions that is impossible to do in a group. I've reported several more, with no bug fixes and no acknowledgement. This is the kind of bug that upsets me most. Aren't you supposed to play with friends in an MMO?
