Quest not counting towards West Solstice Grand Adventurer achievement?

The achievement says to do 16 non-repeatable quests in Solstice.
I just did the intro quest that unlocks the daily quests. While the daily quests are repeatable and thus note eligible for the achievement, the intro quest, though brief, is non-repeatable, and I thought it'd count.
Is this a bug, or does ZOS always exempt a zone's intro-to-dailies quest from Grand Adventurer achievements due to its brevity or something?
