Make the ladder next to the Vivec City writ turn-in area usable

We're only human. Sometimes we make mistakes. Sometimes our hubris catches up to us on the way to turn in our writs, we have a small lapse in fine motor control, and end up careening off the side of a pier on horseback at a hundred miles per hour. It happens. We've all been there. We've all done the swim of shame back to the shore.

Having this conveniently-placed ladder actually be functional might help to dull the pain of our failure, though, and save us a bit of time when life takes us for an unexpected plunge :)

Usable ladders WITH accompanying climb animation would be an absolute top tier QoL addition.

I've done this so many times

Riding up to the turn-in and dismount, only to have the momentum of the dismount send me completely over the boxes and into the drink

and sometimes we hit the invisible ramp that one of the devs conveniently put there to launch us... i've always believed that the ladder was put there by the same person to mock us. quite possibly the same person who put the npc on a path there with the stealable items who would push you into them while trying to turn in quests and get you a bounty >.> it took years but they finally moved him out of the way and made the items unowned, so no bounty. patch notes were great on that one. told us that the npc was still there, just moved to the other side in case we still wanted to blade-of-woe him ^.^

I overshot the turn in yesterday but landed in the boat on my mount... slightly less embarrassing xD

Having once plummeted into the water off this dock is why I don't ride my mount on it anymore. I take a nice little amble on foot to the turn-in station and just watch others fall over the side.

While I support this as a QOL perk, I'm still smiling wryly at those mount enthusiasts who mount up for the very short ride to the nearby writ turn-in chests in Vivec City, (Sort of like jumping into your car to go to the local corner shop /s)
